The compliance gate is on by default, and it fails closed
Before an outbound message leaves, the platform checks consent, registration state and channel capability. When it cannot establish that a send is permitted, it refuses rather than trying. An unknown state stops the send. See how the gate works.
A send that succeeded is not a message that arrived
Carriers accept messages and then quietly drop them. The platform treats accepted and delivered as different states and only an inbound delivery receipt moves a message to delivered, so an automation step that waits for "they got it" is waiting for the right thing. Usage is spent from a balance you topped up
Messages, calls and numbers draw down a balance you funded in advance. A runaway automation stops when the balance does, rather than becoming an invoice argument.
